Without cloning or cheating can two Pokemon be the same right down to stats?

It’s just that simple, yes.if 2 Pokemon (same species) have the same gender, IVs, EVs, Nature, Happiness, OT and level they would be the same.

Yes, if you breed two Pokemon which have perfect IVs in all stats/ the exact same IVs, the same Nature and same EVs, you can have the same stats. Or somthing like this-

Staravia

HP-67ATT.-45DEF.-35SP.ATT.-27SP.DEF.-24SPE.-48

IVs - 29/19/27/27/21/6EVs - 0/0/0/0/0/0LV. 24Nature - Jolly

Staravia

HP-67ATT.-45DEF.-35SP.ATT.-27SP.DEF.-24SPE.-48

IVs - 20/13/12/6/10/1EVs - 36/16/52/88/40/12LV.24Nature - Jolly

As you can see, both of the Staravia have the same Nature and stats, but the IVs and EVs are different.
