Why were all the event legendary Pokemon not released in Black/White 1?

Okay, so this has running through my mind lately. So, you know how the Pokedex in B/W have Meloetta, Keldeo, and Genesect. In the new B/W 2, those legendary Pokemon are already being released as an event. Here’s my actual question:How come in B/W they never released those legendary Pokemon and only in B/W 2?Wasn’t it just a waste making them in to the first B/W?

Keldeo is actually available now for BW1 from a real-life event.

But the general answer is that they slowly release event legendaries over the course of a generation. They had to put them in the Pokedex so that BW1 and BW2 were compatible and you could trade. But if they released all the event legendaries already they would have nothing for BW2 when it comes out.

They may be available to B/W, we do not know yet.

This is really a question for the creators, not us.
