Why is Jirachi in the ORAS Hoenn pokedex if you can`t even find it in ORAS?

It seems quite irrational in ORAS to have a Pokemon in the Reigon pokedex that you can’t even find anywhere in the game legitimately, and getting a Jirachi via trade is practically possible since most people keep their Jirachi’s stashed away in their PC’s, and the people who do throw them on the GTS want something along the lines of Mew, Darkrai, Meloetta, Keldeo, Manaphy, or Arceus.

It is just because Jirachi is a Hoenn Pokemon. Every game since the start has done this, anyway, so it’s not like its a new thing. Mew, Celebi, Diancie, Victini, etc., are not obtainable through regular gameplay in any of their respective games, but are still included in the local pokedex.
