Why does Team Rocket's Wobbuffet carry over?

Team Rocket have plenty of other Pokemon that are better than Wobbuffet, so why does Wobbuffet travel with them outside Johto, when none of their other, potentially better, Pokemon do? As far as I know, they rarely ever actually use him in battle anyway. I mean, it has amazing health, but it’s terrible in every other way.

Note: If this has something to do with the way they got Wobbufett, I didn’t know this, as I haven’t watched the GS show.

The only reason I can think of is for humor. A running gag in the show is that Wobbuffet always pops out of his Pokeball, even in bad situations. This is the only reason I can think of. And,pokemon logic.
