Why do I have this strange TCG Card?

So, I opened a Pokemon TGC Black/White tin of Pokemon Cards, and I found a strange card that is sort of like a normal card, but the card is wider and not as tall as a normal one. On the front it has a code similar to a Credit Card’s inscribed on the front, and the acronym ‘VIP’ is also present. The back includes all the details of a normal card except set out a lot differently. (The card is also made of Plastic, not paper)

Can anyone explain what this card means?

Well it could be one of those TCG card that u go to this website and put the code and u could use the card in battle in your computer
