Why didn't Raticate attack after waking up?

I played a generation 1 random battle on Pokémon Showdown and this iswhat happened.

Turn 18

Raticate used Super Fang!The opposing Bulbasaur lost 50% of its health!The opposing Bulbasaur used Sleep Powder!Raticate fell asleep!

Turn 19Raticate is fast asleep.The opposing Bulbasaur used Swords Dance!The opposing Bulbasaur’s Attack sharply rose!

Turn 20

Raticate is fast asleep.The opposing Bulbasaur used Swords Dance!The opposing Bulbasaur’s Attack sharply rose!

Turn 21

Raticate is fast asleep.Raticate woke up!The opposing Bulbasaur used Swords Dance!The opposing Bulbasaur’s Attack sharply rose!

Is this supposed to happen in gen 1 or is this just a glitch in Pokemon showdown. (I never played gen 1 games :P)

It’s perfectly normal. That was simply how the sleep mechanic worked in Gen 1, one turn was spent on waking up.
