Why can't my Rotom-Frost learn blizzard in PSMD?

I’m trying to teach Rotom-Frost Blizzard, and Rotom-Wash Hydro Pump, but they can’t learn it from Hawlucha? They’re both level 100 so I don’t understand what’s wrong. The only thing I could find online is to “SR for those moves”. That could only mean soft reset, right? But I still don’t understand how to do that in the context of teaching these mons their signature moves

According toBulbapedia,Blizzard and Hydro Pump are not moves Hawlucha can tutor. Rotom also does not learn Blizzard or Hydro Pump bylevel-up,which is required for Hawlucha to be able to teach them.

At this shop, Hawlucha will teach the player, their partner, or any connected Pokémon any move they or their pre-evolutions can learn by level up in Pokémon Omega Ruby and Alpha Sapphire for free through the Remember option, provided that the Pokémon being taught is at the minimum level it or its pre-evolutions would normally learn the move (except Shedinja, who can’t learn any of Nincada’s exclusive moves).
