Why can't Mew Learn Hydro Cannon, Frenzy Plant or Blast Burn?

why can’t mew learn hydro cannon,frenzy plant,blast burn?
Mew is supposed to be able to learn all move tutor moves TM,HMs moves but on the page it says Mew can’t learn “Hydro Cannon,Frenzy Plant,Blast Burn” and it would not let my mew learn theses moves but thats a move tutor move So MEW CAN LEARN HYDRO CANNON FRENZY PLANT AND BLAST BURN but is not able toD: plz help me

The movesHydro Cannon,Blast Burn, andFrenzy Plantare exclusive moves available only to thestarterPokémon of the corresponding type (Typhlosion for Blast Burn, Samurott for Hydro Cannon, Venusaur for Frenzy Plant, etc.).
Since Mew is not a starter Pokémon, he cannot learn these moves. Simple.
Theoretically, yes, Mewshouldbe able to lear these moves. However, this would corrupt the logic of the games (if that even exists), so Game Freak decided to not let Mew in on the moves.
