Why are three of the four Kalos Power Plant doors locked?

ThePower Plant Passis required to enter the facility.
You need the Power Plant Pass, which you can find on Route 13 (in the rock next to the Team Flare Grunt).

Game Freak had no reason to mke those doors unlockable, they were probably just for decoration.Or they just forgot to implement it, sometimes stuff like that gets removed to save budget or for some other reason (it was bugged, legal issue, etc. etc.)
Game Freak always does something weird don’t they!
Why should it unlock: because guards should not get confused with so many keys.Why it doesn’t: because it’s Game Freak(I guess that is Qwerty’s line but lol xD)
For a straight forward answer, it ain’t in the programming.
