Why are the details on Vikavolt so contradictory to its speed?

Vikavolt is like a fortress that zooms through the forest, firing a beam of electricity from its mouth. Its huge jaws control the electricity it blasts out. Vikavolt is adept at acrobatic flight maneuvers like tailspins and sharp turns. It can fly at high speeds even as it weaves its way through the complicated tangle of branches in the forest.
Vikavolt flusters opponents with acrobatic flying maneuvers. This creates an opening for it to deliver an electric beam attack.

The simple answer is that its just another case of Pokemon logic. For example the pokedex talks about how fast Garchomp can fly yet he cant learn fly or Gastly being able to know the elemental punches. So just know whenever the pokedex or a npc says something about a Pokemon don’t take it to literally.
