Where is TM Flamethrower in X/Y?

InAnistar City’s Pokemon Centre, there is a Hex Maniac (girl with purple hair) who will give you a different TM at certain times of the day. Flamethrower (TM35) is one of these. It is available from 11 a.m. until 5:59 p.m.
Be mindful that 3DS Pokemon games have a harsh timegate that freezes time-based events for 24-48 hours after you change the 3DS clock. The fastest way is to wait until it’s 11 a.m. on your 3DS once again.

Cross the bridge. The Pokemon Center is waiting. Inside is a girl who will give you TM 35, Flamethrower. Oooo. (She gives you different TMs at different times of the day. I got Flamethrower at 5:47. I’ll check back with her tomorrow.)
