Where is the Soothe Bell in X and Y, and what are all the different ways of raising a Pokemon's happiness?

The woman in the house to the left of the Pokemon Center in Shalour City will give you a Soothe Bell if you show her a Pokemon with at least 70 Friendship.
The ways to raise a Pokemon’s Friendship (which is not the same asAffection) are as follows:

In shalour city, go to the left of the Pokemon Center are two houses. In the first is an old woman who will give you a Soothe Bell if your lead Pokemon likes you.The best way to raise your eevee’s happiness is with Pokemon amie. Also battle wild Pokemon/trainer Pokemon and your eevee with gradually like you.
