Where is the Ice Rock of Kalos?

The Ice Rock can be found in the Frost Cavern. TheBulbapedia articlegives directions much better than I can.
Located in a first-floor room accessible via stairs at the northwest end of the second floor of this cave is an Ice Rock, which will allow players to evolve their Eevee into Glaceon.
It’s worth noting that Glaceon isn’t amazing in X and Y, thanks to how late it comes in the game. Lapras is probably the most accessible Ice type in the game.
Surely you mean Ice Rock, right? Icy Rock is the item that you make your Pokémon hold.
