Where is the best place to train my pansear?

If I were you, I would train at theBattle Companyin Castelia. You can find it on the main street, one or two roads away from the Pokemon Center.
If you have already taken it on, you could tryPinwheel Forest, as there are many bug and grass Pokemon that Pansear can easily defeat. As well as that, it is also the place with the highest level wild Pokemon you can find at that point in the game.
After you train, make sure to get theFire Stonefor evolving Pansear, which can be gotten if you speak with the man on the first lower pier when entering Castelia.
