You can get Magby on Route 227 or from Stark Mountain or by importing from LeafGreenAfter that train to level 30 and then it evolves into Magmar, and if you want trade it while holding Magmarizer and it becomes Magmortar
Magmar can be obtained as a Magby on Route 227 and Stark Mountain with Pokemon Leaf Green in the GBA slot. It will then evolve into Magmar at level thirty. As such, Magmar is not obtainable if you lack Leaf Green. Your DS must also have a GBA slot.

If you have Pokemon Platinum you can find Magmar in the grass at Fuego Ironworks. About 30% chance at Day and 20% chance at Night. This might be easier than having to obtain LeafGreen and still having a DSlite that has a GBA slot. Good Luck!
