Where can I find the choice items in HeartGold and SoulSilver?

The only reason I have the Choice Specs is that my little brother found them somewhere in SS and traded them to me over the GTS. I know he didn’t get them in the Battle Frontier because his Pokemon wouldn’t last 2 battles in the Battle Tower (even I couldn’t beat it for him with his Pokemon) so he must have found them somewhere in Johto or Kanto.

Repeatable- Purchase from the Battle Frontier (48 BP)

Non-repeatable- Lake of Rage (Land northeast of lake, when lake is flooded)

Non-repeatable- Player’s mom (after saving an unknown amount of money)

Repeatable- Purchase from the Battle Frontier (48 BP)
