To add on to blobyolo’s answer, you can trade aStar Piece for a PP Upin Anville town on weekends.PP maxesare found in: Castelia City, Relic Castle (With Dowsing Machine), Nimbasa City(win a certain trainer in the Small court/Big stadium).
you can’t buy it anywhere but trading in Anville town on weekedns (be aware - some weekends there isn’t guy to trade with!) talk to all the guys.
and also you can get PP Max which is better at the big stadium and small court. Fight with the veteran
