What Pokemon can not be legitimately caught shiny?

As of Generation 9, the following Pokemon cannot be shiny under any circumstances:

Any Ash-hat Pikachu (technically can be, but coloration does not change. Okay, bulbapedia specifically names Victini, Zekrom, and Reshiram as not being able to be shiny. However, it says that wild Zekrom, Reshiram, and Victini can’t be shiny, which means that they might be shiny when obtained through instant gain events.
