What is the Maximum "Obedience Cap" Before Beating any Kahunas?

In all the Pokemon games (I think), there is an “Obedience Cap” of sorts, which gets increased as you beat Gym Leaders/Island Kahunas. But before beating any significant figures, there is still a Cap; I think in Ruby/Sapphire, it was lvl 20. However, I can find no information ANYWHERE about what the original Cap is in Sun/Moon.
