What is the fastest Grass Type that can learn SUNNYDAY and SOLAR BEAM?

Sceptile is the basic options like mukuhawk say, but thats when its unboosted, with the clorophyl ability, a lot of pokes can outspeed sceptile with sunny day on, like Venusaur, Liligant, Maractus, Exegcutor, Victreebel, theres a lot more of clorophyl pokemon, but i only mentioned those who has a decent special attack stat
But my personal recomendations are Exegcutor, who has a great special attack stat, and Liligant, who has great speed and can learn quiver dance to keep boosting
/nds solar beam, sunny day, speed desc, grass:Sceptile-Mega, Shaymin-Sky, Arceus-Grass, Sceptile, Whimsicott, Serperior, Jumpluff, Ogerpon, Ogerpon-Cornerstone, Ogerpon-Hearthflame
Sceptile-Mega is the fastest with 145 base spe, followed by Shaymin-Sky (127), Arceus-Grass (120), Sceptile (120) and so on.
