what is a good fast defensive pokemon

Any that is not weak to ice or rock and not slaking

As theSpeedfreak I will answer this.

Starmie has 115 Speed, and 85 in both defenses, also resists Ice and is neutral to Rock. Though it only has 60 HP it has access to Cosmic-power and Recover. A very good Pokemon all around.

Tentacruel has 100 Speed, and 120 S.Defense and 80 Hp, it resists Ice and is neutral to Rock. Only 65 Defense but it can be boosted with Barrier and you can burn the opponent with Scald to lower their Attack.
