What does it mean different attacks for different Deoxys forms?

Example: Deoxys normal form can learn Teleport while speed form learns double team. How does that work?

I’m pretty sure this simply means that the move reminder can teach teleport to Deoxys. If you change it to speed form before going to him, then he can teach double team but not teleport.source

Unlike Arceus’s Judgment move that is based on the plate it uses, Deoxys’s move sets are unique, depending on the form. For every form, there is a specific move set that it learns as it levels up. The Speed Form Deoxys has the highest speed stat of all Pokemon, which would make sense for it to learn a lot of priority moves which includes Extreme Speed andDouble Team. Attack Form Deoxys learns strong offensive moves (Zap Cannon, etc.), and Defense Form Deoxys learns strong defensive moves (Mirror Coat, Counter, etc.)
