What determines what pokémon is going to be switched in while using phasing moves?

As in, the Pokemon that replaces the forced out Pokemon via Roar, Whirlwind and Dragon Tail.

Roar:

Now, when in battle against a Trainer, Roar will force a switch with arandomly chosen Pokémon from the Trainer’s party.

Whirlwind:

Now, when in battle against a Trainer, Whirlwind will force a switch with arandomly chosen Pokémon from the Trainer’s party.

Dragon Tail:

Dragon Tail inflicts damage. Additionally, it will automatically end wild Pokémon battles or, in a Trainer battle,it will switch out the opposing Pokémon to the next Pokémon in line that has not fainted.

Circle Throw:

Circle Throw inflicts damage. Additionally, it will automatically end wild Pokémon battles or, in a Trainer battle,it will switch out the opposing Pokémon to the next Pokémon in line that has not fainted.
