What determines vivillions pattern?

Does it matter on what you select to be your country (like in Pokemon white etc you can select which country you are in by that giant globe in pokecenter) , the language you select or where you are?

PS: Seeing as my country is not in half the maps in the world will it just register me as being inthe middle of the ocean?

Vivillon has 18 different forms, depending on the region set on the 3DS. (Once encountered, changing the region does not change the form found.)So its set on the 3dsEdit:
