What are those things sticking out of the middle of Gardevoir's chest for?

Well, in each evolution’s Pokedex entry, it mentions that the Pokemon has psychic power.

I assume that the psychic energy comes from that red scale thing moulded in her chest. xDIt’s my best guess.

The horns on her body is actually a casing covering her heart. Its very sensitive to the touch, and a tap on it can be very uncomfortable for Gardevoir. Ralts, Kirlia, and Gardevoir are all sensitive to emotions, so their feelings can affect their hearts, which affects their power. Their power peaks when protecting their trainer from strong feelings to their trainer. (Love, Caring, just down right being Protective, are a few of these things that causes her power to rise.)
