Should I give my Special Wall Cryogonal Leftovers or Assault Vest?

Which would be more effective?

I enjoy the HP recovery, of course, but would an Assault Vest ward off attacks better?

Its set as of now is:

Cryogonal - Modest126 HP / 252 SP ATT / 130 SP DEFToxicIce ShardFrost BreathFreeze-Dry

I also don’t mind changing Toxic to something else if I need to make a fully offensive set.

Use the leftovers, they will be useful. However, change some moves too. Change toxic to acid armor, so your horrible defense stat can be boosted pretty well. You have 3 ice type attacks, so take out ice shard and replace it with recover, either use Ice Beam or Freeze Dry, it’s your choice. Put Flash Cannon in there for the last move, and change the EVs around a little bit. Here’s the finished product:
