Scary Face or Focus Energy for Salamence in Emerald?

(Playing Emerald) So, I’m building a Salamence up with exclusively its level-up moveset which I’ve decided to go with: Fly, Crunch, Dragon Claw.

I’m stuck with Scary Face or Focus Energy as my last move to choose.

If you were restricted to the chosen 3 moves with also the restricted choice of only 2 last options of (SF or FE). Which would you pick and why?

Focus energy is usually more useful on a Salamence, as it has a high speed stat and will be outspeeding a lot of Pokémon, which makes Scary Face usually a wasted moveslot. Focus energy is also a good move on it because it has intimidate as one of its abilities, which means it takes physical hits better, making Focus energy a safer move to use.
