Problem catching Mew in pokemon yellow

My yellow is a ROM, and i did all the steps for part 1, but when I went to go fight the swimmer he was unresponsive. He wouldn’t come to challenge me, and I tried walking around the outer edge to talk to him, and all he did was look at me then look away, and said nothing. So i tried method 2, and the youngster was unresponsive as well. I don’t know if it was just my game or if I screwed something up.

You have to let the trainer walk to you or your game will softlock. It’s an added effect of the trainer fly glitch.
