Luster Purge or Psychic for my Latios?

K, here we go.
Luster Purge:Deals damage and has a 50% chance to lower the opponent’s Special Defense by 1 stage.
Psychic:Deals damage and has a 10% chance to lower the opponent’s Special Defense by 1 stage.
Most Latios usually use Psychic, and in-game Psychic is better because of the higher BP. You’ll be going for OHKOs, usually. (I’m assuming this is in-game because you’re using Shock Wave).
So, I’d really recommend Psychic…
Psychic! Duh! Luster Purge has 70 Power and 100 Accuracy, Psychic has 100 accuracy and 90 Power. Luster Purge also has less PP.
