Is victini the one and only pokemon that can learn v-create?

Victini, Smeargle and Rayquaza can all learn V-Create.

Victini can learn it through an Event thatAlready pastin America and Japan. It learns Reshiram’s signature move Fusion Flare, Zekrom’s signature move Fusion Bolt, and it’s own signature moves in Searing Shot and V-Create.

Smeargle can learn any move by using its signature move Sketch.

Rayquaza can also learn V-Create through an Event that occurred only in Japan.This Rayquazalearns the moves Extremespeed, Hyper Beam, Dragon Pulse and the Special V-Create.

These are the only Pokemon to learn V-Create at the moment.
