Is this Smeargle good for battling?

If you are using it on a Pokemon slower than you. You will most likely be OHKOed by an opponent who is faster than you, since smeargle has trash defense(it has trash everything and decent speed actually). I would never recommend smeargle competitively. If you do want it on your team tho, replace leftovers with focus sash

In every format that I know (except maybe this really obscure one called TagMons), when you use spore, the opponent will switch out and you will have wasted a turn. If you don’t use spore, then the opponent will one-shot you, and you will have wasted a Pokemon. So this Smeargle usually can’t do anything and I wouldn’t recommend using it.
