It is determined by it’s IV’s, which are “hidden” values in the Pokemon’s data. You cannot see them in any way shape or form.
Legitimately, No. You need Action Replay or some sort of hacking device.
Just a quick correction to 5th of November’s first answer, Wurmple’s evolution path is not determined by itsIVs, rather it is determined by itsPersonality value. In Gen 3 and 4, the bits of the lower half of Wurmple’s personality value areXORedwith 10, but in Gen 5 (and presumably Gen 6 as well) the bits of the higher half of Wurmple’s personality value are XORed with 10 instead. If the result is less than 5, Wurmple will evolve into Silcoon, but if the result is greater than or equal to 5 then it will evolve into Cascoon.
