Is there an Ability like Snow Warning in Emerald?

I am trying to summon Hail without using a turn to set it up, and I know Snow Warning was introduced in Gen 4. With it, I can deal with the Sturdy Ability, which leaves Pokemon on one HP if they would usually be OHKOed. You can respond as nicely as possible please

The only Ability to automatically set Hail is Snow Warning – which, as you said, was introduced in Gen IV. As there’s also no natural hailstorms in the Gen III games, the only way to get hail in-battle is to use Hail manually, unfortunately.

It should also be noted that prior to Gen V, Sturdy only protected a Pokemon from being OHKOed by the four OHKO moves, rather than acting as a Focus Sash.
