Is the white rock in emerald used for something?

In Emerald, in Mossdeep city near the Space center, there is a white rock. Is it just a stupid thing that’s there for nothing, or is it used for something?

There is a white rock outside which holds a special meaning to the people at the space center; it is a symbol of their wish for their rockets to fly safely.

It’s just a good luck charm for safety of the people at the space center!
