Is it true that the Dittos found on Route 34 have a higher chance of being shiny due to the stats?

I was watching a video and a dude found a full odds shiny by the daycare in Crystal. He said he heard something like “the dittos around here have higher odds of being shiny, but I’m not sure how true that is”. I also think I heard this in my early childhood. Can anyone confirm or deny this?

I’d think no, it’d be the regular 1/8192, but I’m also not the best with early gen mechanics or stats. Sorry if it’s stupid
