Will this ever effect anyone? Probably not unless they’re a maniac but can you completely fill the PC? Well I don’t know so that’s why I’m asking. If you can which gens specifically ( Unless you can do this in all gens in which case just say ‘all of them")?

Yes, of course you can, in all generations. Just catch enough Pokemon to fill each Box up entirely.Here’s how many Pokemon you can fit in a Box in each gen. If you need more storage, you can use Pokemon Bank or HOME in the later generations (Gen 6/Alola and LGPE/Gen 8 respectively).
