If you give a budew a soothe bell and its Lv 4 and if I give 19 rare candies will it evolve if not when?

No. In order for you to make a Pokemon friendly you must train it —> battle with it.Giving it a soothe bell doesnt necessarily mean it is friendly but it always does help in the process. Another way to make it like you is by giving it massages.

No it won’t. Budew starts off at 70 Happiness. It you level it 19 levels while it holds the soothe bell it will have 196 Happiness, assuming it hasn’t moved any steps, and hasn’t fainted or done anything else to change ts happiness level. Pokemon need at least 220 Happiness to evolve, so it will be close, but not quite there.
