If Happiny evolves by happiness how does Chansey evolve by happiness?

I saw on bulbapedia that all happiness Pokemon evolve at 220 happiness. If a Pokemon evolved at 220 already, how will it evolve again?

Okay, on Happiny’s page, it says that Happiny evolves byLevel up during the daytime holding an Oval Stonenot by happiness. The DB says that Happiny evolves by level up with happiness and holding an Oval Stone but Serebii and Bulbapedia says that you don’t need the happiness. So I think that Pokemaster got this wrong and Serebii and Bulbapedia is right.

The reason it said that is because most people get blissey by catching chansey, not by breeding for happiny. Because of this, it needs more friendship.
