I need some help with the IV passing mechanics in X/Y?

I’ve looked at other questions, but I haven’t found the clarification I’m looking for.Say, for example, I wanted a female Budew with:

-Timid Nature-31/30/31/30/31/30 IVs-With Hidden Ability (Leaf Guard)-Has Leaf Storm and Sleep Powder

How would I do this? I know it’s kinda complicated, but I wanted to pick a difficult example for maximum clarification. I’m not too interested in the moves or ability, but if you could go into detail on the IV’s, I would really appreciate it. Thank you.
