I need help EV training this Ralts to be a Gardevoir sweeper, but it will not take my carbos or calcium?

I’m trying to train this ralts I got, it has No trained EVs and is 6 IV with Modest nature. For some reason, when giving it carbos or calcium, it says it will not have any effect. I’m pretty new to EV training, but since I just spent 200,000 pokedollars on carbos and calcium, I want to know if I can use them.

These are some possibilities:

Ralts gained Ev’svia the EXP. Shareand cannot gain anymore.

If traded, it couldalready have max Evs.

You can only use Carbos and Calcium forthe first 100 Evs, meaning you cannot fully train a Pokemon with them (but they are a faster alternative for the first 100 Evs in most cases).
