How to get a HA chimchar in xy?

Unfortunately, you cant get a HA Chimchar in Pokemon X/Y because it isnt a wild Pokemon in any horde and it isnt in the Friend Safari.the only way you can get a HA Chimchar in X/Y (other than hacking) is via the Pokebank.

You have a few ways of getting one.One way is via Pokebank, like Terlor mentioned, another is by trading with someone that used one of that method.
You can’t get one by breeding because you obviously don’t have one already.
Unless you’re hacking I don’t think there’s another way to get one. Maybe a lucky wonder trade will get you one.
