How should I ev togepi?

I have a Modest Togepi. IVs in everything except attack and Defense.

How should I ev train it?

It really all depends on which you prefer.

Here are some EV spreads:

252 HP/ 252 Sp.Def/ 4 Def —> For a Special-Defensive Paraflincher.Suggested Nature: Calm

252 HP/ 252 Def/ 4 Sp.Def —> For a Physical-Defensive Paraflincher.Suggested Nature: Bold

252 HP/ 252 Sp.Atk/ 4 Spd/Sp.Def —> For a Special Tank Paraflincher.Suggested Nature: Modest

It all depends on the set you will be running. Most people will run a Bulky special with a little bit of speed on it

I recomend Hoard battles for the Special attack and most of the HPand Super training for the rest of HP and all of Speed.
