How rare is it to find a Moltres in the wild (air)?

I have recently finished Pokemon Let’s Go Eevee and I decided to go visit Bill. (Not sure why.) When I got outside, I saw a weird looking shadow. I got on my Charizard, and then saw it was a Moltres. Without even thinking, I flew into it. It was level 16. I did catch it, and I have it in my Pokemon Box. In short, how rare is it for me to have found a level 16 Moltres the day I became champion?

After beating the Elite Four, Moltres, as well as the rest of the Legendary Birds, have theRAREencounter rate. Just like Dragonite and Charizard, the are known as rare spawn Pokemon, but these ones are found in the sky. The level is irrelevent; all Moltres have theRAREencounter rate - which you can assume to be between 0-1% since they further are categorized as “special encounters”.
