How much speed do my Tornadus and Raikou need?

So I’m currently making an offensive rain team and I’m gonna base it off of Tornadus' Tailwind. How much investment in speed will my Tornadus and Raikou need to out speed common OU threats?

Tornadus @ Life OrbAbility: PranksterEVs: 252 SpA / ??? SpdModest Nature- Tailwind- Focus Blast- Hurricane- Taunt

Raikou @ Choice SpecsAbility: PressureEVs: 252 SpA / ??? SpdTimid Nature- Thunder- Volt Switch- HP Ice- Extrasensory

I would say go for the full 252 just to be safe.Reason is because you never know what evs they put or what kind of Pokemon they scarf as this can vary the speeds greatly. and since your raikou has choice specs it would be best in my opinion to put the full 252 EVs to lower the risk of taking potential 2 hits if you decide to switch out.
