Each Friend Safari has three set Pokemon of one type. The Pokemon in the first two slots are common and can always be found, while the Pokemon in the third slot is rarer and is only accessable when the person whos Safari it is has beaten the Elite 4.

You can catch 3 different Pokemon max in each Friend Safari. You can catch as many of those three as possible. However, you only unlock the third Pokemon once your friend defeated the E4 and you’ve been online at the same time. This also allows all the Pokemons in the Friend Safari to have their Hidden Ability.
