How many points in speed does a fully invested Pokemon get?

How many points does 252 equal? In the case of a Bisharp, with a base speed of 70, what would it’s speed be with 252 evs? I’m confused as to how it works.

So 4 EVs = 1 Stat Point, so 252 EVs would equal 63 stat points. And Bisharp’s speed at level 100 is:
