You can find PP Ups in any of these places,
Route 206 (With Dowsing Machine),Route 213,Route 216 (With Dowsing Machine),Route 222 (With Dowsing Machine),Jubilife City (Get 2 Numbers in the Lottery),Eterna City (With Dowsing Machine),Solaceon Town,Veilstone City,Valor Lakefront,Survival Area (With Dowsing Machine),Stark Mountain

PP-Up. :)You can’t buy them at stores as far as I’ve heard but you could be able to find them underground by digging them out. You could also have some Pokemon learn the move Pick-up and, sometimes it might give you a PP-Up.
