How do you get the Warlords Muneshige and Ginchiyo to evolve?

Not his Pokemon him,

^———————–This guy right here how do you make him evolve. Im doing everything Serebii tells me to do.

Reach 60% Link with Staravia or Staraptor.Have Ginchiyo under your control but not in the same or adjacent nation.

This is Ginchiyo I have her too and she wont evolve either.Again ive done everything Serebii told me to do

Reach 60% Link with Luxio or LuxrayHave Muneshige under your control but not in the same or adjacent nations

Since they need each other to evolve and I have them both, Muneshige with a Staraptor at 60.59 link and Ginchiyo with a Luxio 60.48 link. They are on oppisite sides of the map how come they wont evolve?
