Light Ball is infrequently held by wild Pikachu in DP (around 5% chance of finding a Pikachu with a Light Ball).
Stat enhancing items (Light Ball)
As supplementary advice, the recoil from Volt Tackle is pretty devastating for a Pokemon with such low HP. Go for a special move instead.
Pikachu’s in the wild hold Light Balls (5% chance of it holding Light Ball). Catch them. To improve your chances of meeting one, have the first Pokemon in your party with the ability Compound Eyes, or Static.
