How do I transfer from Gen 4 to Gen 5 after May 2014?

I have two 3DS’s that I can use but each time I try to transfer Pokemon from Soul Silver to Black it says that it can’t be done. Can some one guide me step by step on how to do it? Also how do you get Pokémon from a Gameboy Color (Pokémon Yellow) to a DS system (D/P/Pl/HG/SS)?

In no way should you need wifi to transfer from Gen IV to V.

As for your second question, it is impossible to transfer Pokemon from Generations I and II to Generation III games and newer generations, since the stat calculations in Generation III got a complete make over to make Pokemon’s stats easier to manipulate. You can transfer Pokemon from generations no older than generation III.
